According to the announcement made in a press conference by President Jon Uriarte on February 12, the Athletic Club publicly releases the document with the basic principles of the popular animation stand and the commitments that the Club and the people of the Herri Harmaila must fulfill for its proper functioning. The document is published prior to the announced meetings with representatives of three of the groups from the popular animation stand – Piratak, ICHH, and Euskal Lions – and it includes the essential points that must be complied with to ensure the primary goal desired by the majority of the Athletic Club’s social mass: that the Herri Harmaila cheers in all matches and does so with respect.

San Mamés is a legendary field in the history of football. The prestige of «The Cathedral» is the result of a double merit: that of the team and that of its fans. Memorable matches, epic atmospheres. In 2022, the members of the Club decided to create the popular animation stand so that San Mamés would roar every time Athletic took to the field. Not only in major occasions but in every match. And the popular animation stand responded with distinction from the beginning, supporting the team in good and bad times. From the other stands and from the field, the Athletic family proudly absorbs the spectacle of the Herri Harmaila: its chants, its applause, its scarves, its flags. And that new ritual of «The Cathedral» that enhances its prestige: the team embraced in front of the stand and singing in unison at the top of their lungs Txoria Txori. An image worth more than a thousand words… and a thousand disagreements. This document outlines the basic principles of the popular animation stand and the commitments that the Club and the people of the popular animation stand must fulfill to ensure that the Herri Harmaila remains strong and healthy over time. Because the Herri Harmaila is vital for San Mamés, for Athletic, and for the Club.
1) BASIC PRINCIPLES
The popular animation stand (Herri Harmaila) belongs to the Athletic Club.
The popular animation stand must cheer in all matches that the Athletic Club plays at San Mamés.
Respect is a fundamental principle of animation.
2) COMMITMENTS
Commitments of the Athletic Club to enable the popular stand to cheer in all matches and to do so with respect.
Establish annual fees and reduced-price subscriptions. Both members and Gazte Abonoak of the popular animation stand pay less than the rest of the members to compensate for the characteristics of the stand’s animation and to encourage their unconditional support for the team.
Promote measures to make it a young popular stand.
Develop options for swapping seats for members of the Herri Harmaila who do not cheer or do not want to cheer, with young members from the rest of the stadium who do want to be part of the popular animation stand.
Continue to communicate to all members, Gazte Abonoak, and other Athletic Club fans in different formats and channels, physical and digital, the obligations, conduct, and behaviors they must maintain in accordance with current regulations.
In compliance with the obligation established in Law 19/2007, identify those individuals whose actions violate the regulations and rules in force, notifying the infractions committed and, where appropriate, acting in accordance with the Club’s Regulations and Statutes. Specifically, in relation to the coordination and dynamism of the animation in the Herri Harmaila.
Select the individuals responsible for coordinating and animating the animation in the Herri Harmaila. This selection will be made among those who request it and have not been subject to disciplinary proceedings for violations related to violence, racism, xenophobia, and intolerance in sports (as required by article 10.10 of the Regulation of Members and Access and Permanence in Sports Venues), following consultation with the Security Coordinator of the Ertzaintza (Responsible, according to Law 19/2007, for coordinating Security at San Mamés, exercising the tasks of direction, coordination, and organization). The role of these individuals will be to:
– Be speakers.
– Play drums.
– Wave the large club flags.
Provide the chosen individuals with the means and instruments for their animation work, such as flags, microphones, drums, and similar items, as well as a space in the stadium to store them. The Club may rotate the use of animation elements among the selected individuals.
Give the individuals who perform the role of animation facilitators in each match free tickets or, alternatively, cover the proportional cost of membership or Gazte Abonoa, at the Club’s choice, to compensate for their work.
Inform the selected individuals about the regulations that affect the Athletic Club.
Defend, in the exercise and use of the animation elements, the chosen individuals who accept and comply with this document before the appropriate authorities, through the most appropriate means in each case.
Enable a dialogue table between the Club, the selected individuals for the coordination and animation of the animation, and the top security officials at San Mamés.
Commitments of the popular animation stand to ensure that the Herri Harmaila cheers in all matches and does so with respect.
Cheer according to the essence of the popular animation stand.
Refrain from leading and/or supporting any declaration/action that hinders or complicates the animation.
Respect and comply with the applicable regulations. Do not commit punishable acts that harm the interests of the Club and its members.
Do not hinder the identification of individuals who violate the regulations.
Additionally, commitments of the selected individuals for the coordination and animation of the animation in the Herri Harmaila.
Accept and subscribe to this document, along with the corresponding request for each animation element.
Specifically for each element, the following:
– Speakers: lead the support chants for the Club continuously throughout the match.
– Percussionists (drums): play the drums while accompanying the chants.
– Flag wavers: wave the large club flags regularly throughout the match.
If unable to fulfill the obligations of this point, notify the Club so that it can find the corresponding replacement individuals, without prejudice to the loss of associated benefits for not engaging in animation.
3) CONSEQUENCES OF NON-COMPLIANCE WITH COMMITMENTS
For the Athletic Club:
Accountability at the Ordinary Assembly of Compromisarios members in a specific section of the agenda item related to the Management of the Board of Directors.
For the individuals of the popular animation stand:
Application of the consequences established in the regulations that correspond in each case based on the committed non-compliance.
Additionally, for the individuals selected for the coordination and animation of the animation:
Termination of their functions.
Loss of benefits granted due to their status as selected individuals for the coordination and animation of the animation.
In the case of being a member, depending on the severity and prior disciplinary resolution by the Club’s Disciplinary Committee for the committed actions, transfer to other locations in the stadium.
In other cases, expulsion from the Herri Harmaila.
