
Vehicles with B designation are not allowed to enter the Low Emission Zone (LEZ) of Bilbao from this Monday, after one year since the regulatory ordinance came into effect, which already affects vehicles with A sticker or without a label.
The Bilbao LEZ covers an area of approximately 2 km2, including the Abando district and bordering the estuary. People with a vehicle with a B designation and who do not fall under any of the exceptions listed in the ordinance cannot access this zone from Monday to Friday from 7:00 to 20:00.
The exceptions allow entry of this category of vehicles for residents registered in the LEZ before June 14, 2024, those transporting persons with reduced mobility, historic vehicles, mopeds under 50 cc and with a maximum speed by design of 45 km/h, as well as emergency and essential vehicles.
In addition, B-labeled vehicles can access the Low Emission Zone if parked in the designated rotation parking lots marked with the zone’s logo, which currently include Pío Baroja, Azkuna Zentroa, Plaza Euskadi, Plaza Indautxu, Instituto Unamuno, Zubiarte, and El Corte Inglés.
REGISTERED RESIDENTS
Vehicles of residents registered in the territorial area of the LEZ and listed in the Municipality of Bilbao’s Vehicle Tax Registry prior to the enforcement of this ordinance will not be affected by this regulation.
There is also a moratorium on vehicles that residents have under rental, leasing, usufruct, renting, leasing, or in the name of their company.
According to the license plate and label readings recorded by the cameras located at the entrances to the LEZ, in May, 6.64% of vehicles had Zero label; 16.83% had Eco; 50.99% had C; 18.72% had B, and 3.15% had no label. The remaining 3.76% corresponds to license plate readings not registered in the DGT, such as foreign vehicles. Last month, there were an average of 76 daily sanction proposals for unauthorized access to the LEZ.
On the other hand, there have been 4,458 requests to authorize access for polluting vehicles processed at the service office, corresponding to individuals with parking spaces in the LEZ (40.1%), residents (38%), merchants (5.5%), day centers, workshops, dealerships, and hotels (0.9%), historic vehicles (7.4%), driving schools, VTCs, and taxis (0.3%), and foreign vehicles (0.6%).
ONE-TIME ACCESS
In addition to the above, there have been a total of 4,602 one-time accesses through the ZBE Bilbao EGE mobile application, primarily for medical appointments (2,000), followed by accesses of foreign vehicles (1,400); vehicles transporting a person with reduced mobility (1,100), and lastly, those for veterinary appointments (88).
