
THE MAYOR OF BILBAO PARTICIPATES IN THE V WORLD FORUM OF CITIES AND TERRITORIES OF PEACE IN MONTEVIDEO ON MAY 2 AND 3
- Juan Mari Aburto will participate in the conference «Resources for participatory management of coexistence and peace,» focused on highlighting how to effectively address the challenges of peace and promote inclusive urban environments.
- Uruguay will host the V World Forum of Cities and Territories of Peace in its capital, Montevideo, starting tomorrow, recognized globally for its initiatives in promoting peace and coexistence.

The Mayor of Bilbao, Juan Mari Aburto, will participate in Montevideo in the V World Forum of Cities and Territories of Peace taking place in the Uruguayan capital from tomorrow, Friday, May 2, to Saturday, May 3. The Mayor will speak at the conference «Resources for participatory management of coexistence and peace» this Saturday.
On the other hand, the councilor for Human Rights, Coexistence, Cooperation, and Interculturality of Bilbao, Iñigo Zubizarreta, will take part in the Panel on Friday, focusing on «Migration, diaspora, and violence.»
This meeting – framed within the International Network CGLU Cities and Local Governments United – will bring together leaders, experts, and representatives of social and citizen organizations from around the world to reflect and discuss how to build more inclusive, safe, and sustainable urban environments.
The forum is set within a context of global challenges such as inequality, climate change, and urban violence, seeking to promote innovative solutions based on the principles of human rights, gender equality, and sustainable development.
The Bilbao municipal delegation, in this international framework, will expand contacts and learn about other realities and actions promoted by various local entities.
On Friday, the Mayor of Bilbao will meet with his counterpart, the Mayor of Montevideo, Maurizio Zunino, to discuss various common interests for both cities.
MAYOR’S PARTICIPATION
The Mayor of Bilbao, Juan Mari Aburto, will participate in the Forum this coming Saturday, May 3, in the conference on «Resources for participatory management of coexistence and peace.»
This conference will focus on resources for participatory governance in building peace and promoting coexistence. It will explore aspects of resource mobilization, including local budgeting, financing mechanisms, the role of technology in managing urban violence, communication strategies, and international cooperation.
In particular, Mayor Juan Mari Aburto will present the initiatives of Citizen Participation in Bilbao, the Bilbao for Peace and Coexistence Forum, and the perspective of what citizens demand in processes of reconciliation and memory preservation. He will also introduce the Bilbao Balioen Hiria project.
He will share the panel with other speakers such as Silvana Pissano, Mayor of Municipio B, Montevideo; Valeria Di Fiori, representative of the World Bank in Uruguay; Gilson Chagas, Secretary of Public Order and Security of Niteroi, Brazil; Antonio Jimenez, Undersecretary of Peace and Equality Territories of Mexico City; and Jhonatan Gamboa, Chief of Staff of the Colombian Agency for International Cooperation. The moderator will be Jordi Pascual, Deputy Secretary General of CGLU.
MIGRATION, DIASPORA, AND VIOLENCE
Iñigo Zubizarreta, councilor of Bilbao for Human Rights, Coexistence, Cooperation, and Interculturality, will participate on Friday, May 2, in the Roundtable Discussion on responses from local and regional governments to «Migration, diaspora, and violence.»
Zubizarreta will present some pioneering initiatives from Bilbao, such as the reception provided through Harreragune: a public service for information and guidance for migrant individuals, both from within and outside the community, promoted in collaboration with the Basque Government. He will also highlight the promotion of migrant population participation in the Local Immigration Council; the Antirumor Program (to counter negative stereotypes, clichés, and false rumors circulating about immigration and cultural diversity); intercultural community intervention programs in neighborhoods; as well as the Religious Diversity Participation Table of the Bilbao City Council.
V EDITION OF THE FORUM
This Forum began in Madrid in 2017 and 2018, with the first two editions.
Bilbao participated in 2017, where Mayor Juan Mari Aburto spoke at the Plenary on «Education and Values for Peace,» alongside former Mayor Manuela Carmena and activist Rigoberta Menchú.
Subsequently, in 2021, the Forum took place in Mexico City, and in 2023 in Bogotá.
